We call upon the Portland City Council to pass the resolve titled, "RESOLUTION TO FULLY ENFORCE RENT CONTROL, STRENGTHEN TENANT PROTECTIONS, AND GUARANTEE SAFE AND STABLE HOUSING FOR RENTERS."
Passing this resolve will require the city manager to fully and faithfully enforce rent control, while also strengthening protections for tenants by ending no-cause evictions and imposing mandatory fines on landlords when they violate tenant rights.
Since 2020, Portland voters, in four separate referenda, have enacted, strengthened, and defended rent control. Despite this, the City of Portland has still not fully met the enforcement requirements of the ordinance. Subsequently, rental registration data is not universally screened for accuracy, leading to tens of thousands of dollars in uncovered overcharges to tenants, exacerbating an already untenable housing crisis. And, even as tenants are finding themselves living under landlords who violate rent control’s rules, they are still having their leases terminated without cause, destabilizing families in an unstable housing market.
Because of that, we call on the council to pass the above mentioned resolve which will finally make clear that rent control must be fully enforced, that landlord's will no longer get away with stealing from tenants, and renters will no longer be forced from their homes for no reason.
